NEPA Transportation Programs
The Northeastern Pennsylvania Alliance, designated by the Commonwealth of Pennsylvania as the Metropolitan Planning Organization (MPO) for Carbon, Monroe, Pike, and Schuylkill Counties, convenes the Northeastern Pennsylvania Metropolitan Planning Organization (NEPA MPO) Technical Planning Committee, Policy Board and Transit Subcommittee, which serve to assist and advise NEPA with assessing the transportation needs of these counties. The NEPA MPO Committees consist of members from each of the four MPO counties, transit providers and PennDOT. A list of the committee members can be found here. 2021-2024 Transportation Improvement Program
The NEPA MPO has recently developed its draft 2021-2024 Transportation Improvement Program (TIP). The TIP identifies the region’s highest priority transportation projects, develops a multi-year program of implementation and identifies available federal and non-federal funding for the programmed project phases. The TIP shows the estimated cost of each project and a projected schedule for completion of the project. The TIP covers a four-year period of investment, must be fiscally-constrained, and is updated every two years through a cooperative effort of local, state and federal agencies, including participation by the general public.
The NEPA MPO will hold a 30-day public comment period on the draft 2021-2024 TIP beginning on May 11, 2020 and ending on June 12, 2020. Due to health and safety concerns outlined in current COVID-19 directives, a public hearing was conducted by videoconference and phone conference call on Tuesday, May 19, 2020 at 9:30 AM.

The NEPA MPO Technical Planning Committee and NEPA MPO Policy Board will conduct a joint virtual business meeting on Tuesday, June 16, 2020 at 9:30 AM to consider the endorsement and approval of the 2021-2024 TIP and action on other business matters. Following approval of the TIP, it will be submitted to the Commonwealth and the Federal Highway Administration. The draft TIP documents are below.

2045 Long Range Transportation Plan
The NEPA MPO has recently adopted its 2045 Long Range Transportation Plan (LRTP). The LRTP identifies the major transportation projects, programs and policies needed for the next twenty-five years and establishes the vision and goals that will guide public decisions affecting transportation facilities, infrastructure and services in the region. As part of the LRTP development, the NEPA MPO conducted significant outreach to gather input from the public including four open house meetings and an online survey.
Once the draft LRTP was developed, the NEPA MPO held a comment period from February 14, 2020 to March 23, 2020. A public meeting on the draft LRTP was held on March 2, 2020 in Swiftwater, PA and three remote locations in Jim Thorpe, Milford and Pottsville. During the comment period, comments were received and addressed in the final draft of the plan. The NEPA MPO Technical Committee and Policy Board approved the Long Range Transportation Plan including the Air Quality Conformity Analysis report and Air Quality Conformity Resolution on April 21, 2020.

The Northeastern Pennsylvania Alliance (NEPA) has partnered with PennDOT to launch the Local Technical Assistance Program (LTAP) training series in the NEPA Metropolitan Planning Organization (MPO) region, which includes Carbon, Monroe, Pike and Schuylkill counties; the Lackawanna-Luzerne Metropolitan Planning Organization (MPO) region; and Wayne County.
The NEPA Alliance is also conducting an inventory of local bridges between 8 and 20 feet and local roads. The inventory is being conducted in the four MPO counties of Carbon, Monroe, Pike and Schuylkill as well as Wayne County. Once complete, the inventory will provide PennDOT with a full picture of the local road and bridge network and its transportation needs.
