NEPA Transportation Programs
The Northeastern Pennsylvania Alliance, designated by the Commonwealth of Pennsylvania as the Metropolitan Planning Organization (MPO) for Carbon, Monroe, Pike, and Schuylkill Counties, convenes the Northeastern Pennsylvania Metropolitan Planning Organization (NEPA MPO) Technical Planning Committee, Policy Board and Transit Subcommittee, which serve to assist and advise NEPA with assessing the transportation needs of these counties. The NEPA MPO Committees consist of members from each of the four MPO counties, transit providers and PennDOT. A list of the committee members can be found here.
The NEPA MPO committees meet regularly and the meeting dates can be found here. Due to COVID-19 concerns, meetings will be held virtually via phone and video conference until further notice.

2021-2024 Transportation Improvement Program
The NEPA MPO has developed its 2021-2024 Transportation Improvement Program (TIP). The TIP identifies the region’s highest priority transportation projects, develops a multi-year program of implementation and identifies available federal and non-federal funding for the programmed project phases. The TIP shows the estimated cost of each project and a projected schedule for completion of the project. The TIP covers a four-year period of investment, must be fiscally-constrained, and is updated every two years through a cooperative effort of local, state and federal agencies, including participation by the general public.
The NEPA MPO held a 30-day public comment period on the draft 2021-2024 TIP beginning on May 11, 2020 and ending on June 12, 2020. Due to health and safety concerns outlined in current COVID-19 directives, a public hearing was conducted by videoconference and phone conference call on Tuesday, May 19, 2020 at 9:30 AM.
The NEPA MPO Technical Planning Committee and NEPA MPO Policy Board conducted a joint virtual business meeting on Tuesday, June 16, 2020 at 9:30 AM. The 2021-2024 TIP and related documents were approved at the meeting. Following approval of the TIP, it was submitted to the Commonwealth and the Federal Highway Administration. The 2021-2024 TIP documents are below.

2045 Long Range Transportation Plan
The NEPA MPO has recently adopted its 2045 Long Range Transportation Plan (LRTP). The LRTP identifies the major transportation projects, programs and policies needed for the next twenty-five years and establishes the vision and goals that will guide public decisions affecting transportation facilities, infrastructure and services in the region. As part of the LRTP development, the NEPA MPO conducted significant outreach to gather input from the public including four open house meetings and an online survey.
Once the draft LRTP was developed, the NEPA MPO held a comment period from February 14, 2020 to March 23, 2020. A public meeting on the draft LRTP was held on March 2, 2020 in Swiftwater, PA and three remote locations in Jim Thorpe, Milford and Pottsville. During the comment period, comments were received and addressed in the final draft of the plan. The NEPA MPO Technical Committee and Policy Board approved the Long Range Transportation Plan including the Air Quality Conformity Analysis report and Air Quality Conformity Resolution on April 21, 2020.

Jim Thorpe Parking Analysis and Complete Streets Evaluation
The NEPA MPO was awarded funding for the completion of a Parking Analysis and Complete Streets Evaluation for downtown Jim Thorpe. As a year-round, four-season destination offering a plethora of tourism and visitor activities, the borough has been experiencing a growing problem of accommodating adequate parking in the downtown area for residents, visitors, private retail shops and services ad as a County seat, government business activity. The Parking Analysis and Complete Streets Evaluation identifies short and mid-range recommendations to minimize conflicts between modes, maximize parking facilities, and accommodate efficient movement of pedestrians, vehicles and bicyclists, safely and efficiently.
